NEW ZEALAND OSCA SERIES STANDING ARTICLES
FOR SERIES 2008 - 2009
PREAMBLE
North
Island OSCA are an affiliate club of The Manawatu Car Club
(Incorporated). The Manawatu Car Club (Incorporated) hereby
declares the following Articles to be those governing a Motor Racing
Series for drivers and entrants of Sports Sedan cars in the North
Island.
Open Saloon Car Association hereby declares the
following Articles to be those governing a Motor Racing Series for
drivers and entrants of Sports Sedan cars in the South Island.
The Series are organised and
held in accordance with the Motorsport NZ National Sporting Code, the
Standing Regulations and any Supplementary Regulations applicable to and
issued by the organisers of each round of the Series.
1 INTERPRETATION
In these Articles, the
following expressions shall have the meanings set out:
North
Island means OSCA North Island.
South Island
means Open Saloon Car Association.
New Zealand OSCA
means the situations where OSCA North Island and Open Saloon Car
Association have agreed to operate jointly.
North Island Series
means race meetings held in the North Island grouped together
to form a Series.
South Island Series
means race meetings held in the South Island grouped together
to form a Series.
New Zealand Series
means North or South Island race meetings that are declared to form
part of the New Zealand OSCA Series.
North versus South Challenge
means a point’s challenge held at as part of the NZ Series.
Round Organiser
means the Motorsport New Zealand member club organising a Race
Meeting, which is a round of the Series.
Motorsport NZ
means “Motorsport NZ Incorporated”
National Sporting Code
means “Motorsport NZ’s National Sporting Code
Round
means each “Race Meeting” the
results of which qualify for points in the Series.
Eligibility means the “New Zealand OSCA
Technical Regulations”
Nominated Break Out
means New Zealand OSCA break out of nominated lap times by One
Second or more in any race.
2 OBJECTIVE
To promote and foster motor
racing by presenting entrants and drivers with a well promoted series
creating worthwhile individual sponsorship opportunities with an
enjoyable and relaxed competition in the spirit of OSCA competition.
3 ELIGIBILITY
3.1
All drivers
and entrants in the Series must be a current financial member of
North Island OSCA OR Open Saloon Car Association.
If the entrant, as defined in the National Sporting Code, of a
competing vehicle is also the driver, only one membership is required.
All entrants and drivers must satisfy the entry requirements of each
Round Organiser.The entry fee will be as follows:

3.2
Eligibility shall be for Saloon cars complying with the specifications
set out in Appendix 2, Schedule A, Appendix 4, Schedule Z of the
National Sporting Code and the Specifications set out in the OSCA
Technical Regulations.

Championship points are to
be accumulated from a maximum of 5 rounds. Competitors can choose which
rounds to apply but cannot exclude a round where points have been
deducted by the series officials for an infringement.

inviting club with starting grid positions for Race Two and Race Three.

SERIES ENTRY
6.1
Entry for the
Series is to be made separately from entry to each Round. Entry for the
Series is to be made on the Series entry form with the Articles and must
be made to the Series Secretary of each Island no later than 1 October
in each year.
6.2
Entry for each
Round of the Series is to be made on the Round Organisers Race Meeting
entry form by the close of normal entries for that Round to the Round
Organiser.
6.3
The Secretary
of each Island will allocate competition numbers. Number’s 1, 2, and 3
are reserved for New Zealand OSCA Champion place getters from the
previous season. All visiting drivers racing under a North Island
Series, will change their numbers if a double up of numbers appears. The
same rule will apply for North Island drivers visiting South Island
rounds. All numbers on competing vehicles must be of the minimum
dimensions set out in Appendix 2, Schedule A.
6.4
By entering
the Series all entrants and drivers agree to comply with these Articles,
the Technical Regulations and the National Sporting Code and thereby
become eligible for the awards and other benefits under these Articles.
7. POINTS AND PENALTIES
7.1
Points

each driver on his or her results in each race in each round as follows:

In addition 10 points are awarded to each competitor that completes
Qualifying or Race 1 and 10 points are awarded to each competitor
that completes Race 1 and Race 2 and Race 3.
Driver may change car, BUT if it is not car that was used for
qualifying, competitor will not receive championship points.
Where the races include competitors who are not OSCA members then
the results for points remain as the finishing order. e.g. If a non
OSCA competitor finishes in 3rd place then the OSCA
competitor in 4th place receives points for 4th
place and so on through the field.
7.2
The point’s
structure for the North versus South Challenge is as for the New Zealand
OSCA. Points are scored only up to the minimum number of competitors
from each island i.e. If a round has 10 South Island and 15 North Island
competitors only the points first 10 competitors from each Island
contribute towards the North versus South Challenge.
7.3 Points will be awarded to
each competitor on their results in each GT CLASS, In each Island,
North and South, and New

7.4
The Champion
of each Island, North and South, series and the New Zealand OSCA series,
will be the driver with the highest overall points score from the
Series.
The Champion in each GT
Class will be the driver with the highest points score from the Series
in that class.
7.5
Penalty for
the following rule infringement will be:
(a)
Break Out of
Nominated Lap Time =10-second penalty added to overall race time for
each and every breakout lap. A break out lap is a lap that is more than
1 seconds faster than the fastest lap from Qualifying, Race 1 or Race
2.
(b)
Should the
resultant penalty exclude the participant from a placing or podium
finish, then any and all awards/prizes will be immediately passed onto
the appropriate place getter.
The above penalty will be
imposed by the Series Co-Ordinator. All other rule infringements will
be as per the National Sporting Code, Article 93, and Appendix One,
Schedule P.
(c) Technical - During Meeting
- In addition to NSC Article 93 and Appendix One, Schedule P, driver
also loses points for that Race
(d) Non compliance with Series
Articles and Technical Regulations will mean exclusion from race and or
event

AWARDS
8.1
North Island
Only
Overall – driver with the
most points – North Island OSCA Champion Cup and Cheque for $500.00.
Second Place - Trophy and Cheque for $200.00
Third Place - Trophy and
Cheque for $100.00
GT Classes - Overall
In each class of , GT 2, GT 3, and GT 4. The top three
places will receive the following:
1st - $100.00
2nd - $ 50.00
3rd - $ 50.00
Each Race at each Round – 1st 2nd and 3rd
trophies for each place only. Excluding GT classes.
Lap Record – Trophy for any competitor who breaks the
Lap Record on any track in any race.
8.2
South Island
Only
Overall – Driver with the most points – South Island OSCA Champion Cup.
Second Place – Trophy
Third Place – Trophy
GT Classes – Overall
In each class of GT 2, GT 3, AND GT 4. The top 3 places will
receive a trophy.
8.3 New Zealand OSCA Champion
Overall – Driver with the most points – New Zealand OSCA Champion Cup
Second Place – Trophy

COMPETITION
CLASS SPECIFICATION
For the purposes of these
class specifications, engine capacity is to be calculated using the
following equivalency factors:

Turbo/forced
induction 2 valves per cylinder multiply by 1.4
·
Turbo/forced
induction 4 (or more) valves per cylinder multiply by 1.7
·
Rotary engine
not turbo multiply by 1.8
·
Rotary engine
turbo/forced induction multiply by 3.0
9.1
GT 2 CLASS (4501cc and
Over)
Cars that comply to the OSCA Technical Specifications and
that have an engine capacity of between 4501cc and 6000cc (with
equivalency factors applied)
9.2
GT 3 CLASS
(0 to 4500cc)
Cars that comply to the OSCA
Technical Specifications and that have an engine capacity of between 0
and 4500cc (with equivalency factors applied).
9.3
GT 4 CLASS (0 to 3500cc)
Cars that comply to the OSCA
Technical Specifications and that have an engine capacity of between 0
and 3500cc Non spaceframed. (With equivalency factors applied).
10
TELEVISION
COVERAGE AND IN-CAR CAMERAS
10.1
Subject to
force majeure and programming, re-scheduling beyond the reasonable
control of the Club, the following Rounds will be filmed and broadcast –
all Five Rounds.
10.2
Any
disagreement between the entrant and the Series Producer as to wearing
the Series Sponsors’ apparel during a television interview shall be
determined by the Series Co-Ordinator whose decision shall be final.
The size of the sponsors’ patch shall be 9cm long and 5cm deep, and worn
on the left breast as per diagram in Motorsport Manual.
10.3
Entrants
may in the space provided in the Series Entry Form, apply for in-car
cameras when entering the Series. Cameras will be allocated to
competing vehicles in order of entries received.
10.4
Entrants
allocated in-car cameras agree to comply with all reasonable requests
made by the Series Producer as to mounting and testing and will treat
their cameras with all reasonable care.
10.5
If time
permits, cameras may be re-allocated at each Round by the Series
Producer in his or her discretion.

FORMAT OF EACH
ROUND
Qualifying
1 qualifying session of
a minimum of 15 minutes. Official qualifying is compulsory.
Race One
On Official qualifying times
– fastest to slowest. Lights start. DNQ (did not Qualify) at back of
grid. (Rolling start when run in conjunction with GT1 series)
Race
Two Reverse grid, fastest at rear, based upon qualifying and/or Race one
lap times. DNQ to rear of grid.
Should a driver have been
excluded from Qualifying or Race 1, the times can still be used to
determine the starting position.
For safety reasons, each
grid will be split in to 3 groups with a delay between each group. The
splits shall be calculated based on the fastest time of the second
fastest competitor in qualifying or race 1 (The base time). This ensures
that the splits remain fair in the event that one driver is
significantly faster than the next fastest.
The third group shall be all
competitors who are equal to or faster that 104% of the base time.
The second group shall be
all competitors who are equal to or faster than 107% of the base time.
The first group shall be all
competitors who are slower than 107% of the base time.
This race will
be a 2 flag start - First group – Green Flag; second group held by a red
flag, must hold their grid positions until second green flag is waved.
The distance of the gap between each group on the track will be the
length of 2 grid positions.
Race Three
Handicap - On fastest
lap time, from qualifying and / or race 1, or Race 2. But with the
option for the driver to submit a faster lap time to the Series Co-ordinator/and
or committee member no later than 30 minutes after Race 2.
Should a driver have been excluded from Qualifying, Race 1 or Race 2,
the times can still be used to determine the handicap.
The handicapper has the
discretion to increase handicap of habitual offenders. Grid is in
reverse of fastest lap times. Green flag start. Slowest first.
Interval between each race will be a minimum of One Hour.

PARC FERME
The Series Co-Ordinator or
Series Secretary will notify drivers at the Official Drivers’ Briefing
(if one is held) or at the OSCA Drivers’ briefing where and when Parc
Ferme will be held at each meeting. All drivers are to drive their
competing vehicles directly from the track to a 10 minutes parc ferme.
All parc fermes are to be conducted in accordance with Article 60 of the
National Sporting Code. Failure to attend parc ferme will mean exclusion
from that race. In-car cameras may be removed by the Series Co-Ordinator
during parc ferme. Unless the Series Scrutineer consents in each
particular case, any car unable to proceed to parc ferme under its own
power must nevertheless be delivered there as soon as practicable.

DECALS
All competing cars must keep
reserved the following spaces for Series Sponsors’ decals at all Rounds
and carry competition numbers and driver’s name in the locations and
dimensions set out on the following diagram. (Front guards – stickers
each side).

TIMEKEEPING
Where transponders are
supplied by the Round organiser, drivers will be required to use them,
care for them and return them to the organiser and agree to be bound by
the results. If transponders are not supplied, the drivers will be
bound by the official timekeeping of each Round.

PROTESTS AND
APPEALS
All protests to the Stewards
and appeals from the Stewards to the National Court of Appeal by
entrants or drivers are to be made in accordance with the National
Sporting Code.

TICKET
ALLOCATION
Each Round Organiser will
make ticket allocation for each Round to each driver/entrant. A “one”
ticket allocation may be permitted if all Round Organisers agree.

SERIES ENTRY
FORM
The Series Secretary will
forward to each member in July of each year, a Series Entry Form which
will be returned together with the Profile and Publicity forms. The
Series Entry Form does not constitute entry to any Rounds of the Series.
